The FCC moved to contain the USF’s wild growth when it restricted the funding that will go to certain carriers in an order issued May 2. The $7 billion fund paid out more than $1 billion in 2007 to carriers that rely on USF money to build wireless networks in rural areas where no competitor to the ILECs could otherwise afford to operate.
